National Institute of Standards and Technology (NIST) intends to enter
into a sole source contract with the Pennsylvania State University of
University Park, Pennsylvania under the authority of 41 U.S.C.
253(c)(1) - Only one responsible source. This procurement involves the
independent evaluation of manufacturing modernization programs. This
evaluation requires an understanding of the impact of the programs not
only on the firms directly assisted, but also on customers of those
firms. At the present time, the Manufacturing Extension Partnership
(MEP) Centers offer an opportunity to test the feasibility of an
excellent model involving benefit-cost analysis. Dr. Irwin Feller of
the Pennsylvania State University is uniquely qualified to perform this
requirement based on his involvement with MEP on the evaluation of the
original seven (7) Manufacturing Technology Centers (MTC) and his
intimate knowledge in the theoretical and analytical literature on the
evaluation of public programs (i.e., benefit-cost analysis model). The
period of performance for this requirement is six (6) months from
contract award. Interested persons may identify their interest and
capability to respond to the requirement. This notice of intent is not
a request for competitive proposals. However, all responses received
within 45 days after the date of publication of this synopsis, will be
considered by the Government. Written responses to this synopsis shall
contain sufficient documentation to establish a bonafide capability to
fulfill the requirement. A solicitation is not available. See Note 22.
