H -- INDEPENDENT VERIFICATION AND VALIDATION (IV&V) OF NASA SOFTWARE SOL RFP2-36566(DSW) POC Contact Point, Lynn Kichline, Telephone (415)604-3010, e-mail address to Lynn_Kichline@qmgate.arc.nasa.gov, Contracting Officer, Daryl Wong, Telephone (415)604-6889, e-mail address to Daryl_ Wong@qmgate.arc.nasa.gov The NASA Ames Research Center has a requirement for the perfor mance of Independent Verification and Validation (IV&V) services on software associated with the International Space Station Alpha (ISSA), Space Shuttle, Selected Robotic Spacecraft, Selected Ground Control Software and other selected NASA programs. The IV&V activities will be performed on the U.S. segments for catastrophic critical, or high risk software systems including flight software, Shuttle software which interfaces to ISSA software when the Shuttle is docked with ISSA, and interfacing software of the international station segments which are associated with catastrophic, critical or high risk functions and/or operations. The primary locations where support will be provided through this activity are the NASA Software IV&V Facility in Fairmont, WV, and the Johnson Space Center in Houston, TX. Support will also be required at ISSA and Shuttle contractor locations in Huntsville, AL, Canoga Park, CA and Hunington Beach, CA. The RFP will have an Organizational Conflict of Interest provision to be considered by potential respondents. The contractor shall neither be responsible for providing software (includes firmware and Commercial Off-The-Shelf Software (COTS)) covered by the Statement of Work (SOW) for the ISSA and Shuttle programs as either a prime or subcontractor such that those relation ships could be used to influence the reports of the contractor. Companies that have such responsibilities/relationships may be permitted to participate as subcontractors if it can be demonstrated that their participation does not result in a conflict. In addition, the contractor shall not be eligible to participate in any NASA contract for, or in support of, the ISSA or Shuttle that involves the provision of software covered by the SOW in this contract. Subcontractors shall be allowed to participate in such contracts only for software for which they do not and will not have IV&V responsibility. The services described above will be pocured by NASA through full and open competition. The SIC Code for this procurement is 7379, Computer Related Services (N.E.C.). The period of performance of the contract to support this requirement will be approximately 8 years. The Government anticipates the issuance of a formal RFP on or about November 27, 1995. A Draft RFP will be issued on or about October 23, 1995. The Draft RFP will be made available for review on the internet at the Uniform Resource Locator (URL): http://ccf.arc.nasa.gov/ ivv.
