solicitation is Non-Refundable. Contractor shall provide all labor,
material, equipment, and transportation including engineering
calculations necessary to deliver and set up a pre-engineered 1 story
Modular Office Building of approximately 10,000 square feet at U. S.
Coast Guard Island, Alameda, CA. Work includes but is not limited to:
site extension of electric, water and sewer facilities; provide
foundation and tie-down system including seismic requirements; set
modular building in place; construct decks, ramp and stairways; connect
potable water piping, sewage piping and electrical distribution and
communication systems including fire alarm system; test potable water
piping, drainage, electrical systems and heating and air conditioning
system. The building shall provide for handicapped requirements. The
estimated cost of this procurement is between $500,000.00 and
$1,000,000.00. This procurement is open to large and small business
participation. The performance period is 180 calendar days after
receipt of notice to proceed. All responsible sources may submit a bid,

BUSINESS ENTERPRISES: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization has programs to assist
minority, women owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
