RUSSIAL, (215)697-9678 FISC Norfolk Det Phila intends to procure two (2) Abex Corp. External Hydraulic Pumps #AP6VSC-57, P/N 51114 for the Navy's deep submergence research vessel (NR-1) in support of the Naval Submarine Support Facility, New London, Groton, CT. These 3000 PSI axial piston units, designed to pump hydraulic fluid onboard, are needed to operate the Navy's deep submergence research vessel's mast/antenna hoist system and remote mechanical arm. The proposed contact action is for supplies for which the Government intends to solicit and negotiate with only one (1) source, Abex Corporation under the authority of FAR 6.302-1. Abex Corporation is the original equipment manufacturer. No other pumps are compatible to the existing hydraulic system aboard the NR-1 submarine. No other source possesses the requisite knowledge, technical data and expertise to provide the required hydraulic pumps. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within forty-five (45) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
