Newport, RI plans to award a sole source contract, Brand Name
Mandatory, to Sabtech Industries, Anaheim CA for acquisition of eight
(8) each VMS NTDS Type B/C/H I/O Boards,(Part #HK-02101-00) and eight
(8) each Adapter Modules, C-Hawke to AN/UYK-7 (81511) 85 Pin, (Part
#AM- HK028-00). This requirement is in support of the Advanced Surface-
Ship Access Conversion Project for the Computer Support Facility. In
order to meet the Government's minimum needs, the following salient
characteristics must be met: (1) Each NTDS interface board must have a
6U form factor, occupy no more than a single slot in the VME bus, and
comply with the VME Revision C.1 standard (IEEE P1014). The parameters
of the NTDS transfer must be programmable in software. (2) Each NTDS
interface board must provide full duplex NTDS B transfer capability,
with separate word-count registers and time out counters for the input
and output NTDS Channels (3) Each NTDS interface board must be capable
of receiving multiple forced External Interrupts (EIs), and generating
multiple forced External Function (EF) words. (4) Each NTDS interface
board must use differential receivers on the NTDS interface. (5) Each
NTDS interface board must be capable of operating as an
A32/A24:D32/D16 slave device, responding to commands across the VME bus
from a host controller (6) Each NTDS interface board must also be
capable of operating as an A32/A24/A16:D32/D16 VME bus master (7) Each
NTDS interface board must be capable of generating interrupts on the
VME bus. Each NTDS interface board must not be required to use the VME
bus to externally access the register on the NTDS interface board that
controls the generation of the VME bus interrupts. (8) Each NTDS
interface board must provide an EPROM socket for a 32-pin standard
package, capable of storing at least 512 kBytes of application software
developed by the user, and capable of executing this user application
software on the NTDS interface board. (9) Each NTDS interface board
must be capable of interfacing with military computers and peripherals
that spport the MIL-STD- 1397B protocol. The physical connection to
the NTDS interface must be via an adapter board inserted in the back of
the VME bus backplane, and cabling from this adapter module to a
mil-spec, 85 pin, AN/UYK-7 connector at the rear wall of the VME
enclosure, so that no NTDS cables are required to connect to the front
of the VME enclosure. (10) Each NTDS interface board must provide at
least two kBytes of battery-backed static memory, and at least 512
kBytes of dynamic memory. (11) Each NTDS interface board must provide
a real time clock, accessible by user application software. (12) Each
NTDS interface board must provide a RS-232 interface, so that the user
can communicate with the NTDS interface board using a standard serial
terminal. It is acceptable for the RS-232 port to be on the front
panel of the NTDS interface board. (13) Each NTDS interface board must
have on-board firmware that provides self-test diagnostics and a
debugger (14) Each NTDS interface board must allow its VME base address
to be modified by the user, so that multiple NTDS interface boards can
be used in the smae VME bus backplane. This equipment shall be
delivered to the Naval Undersea Warfare Center Detachment, New London,
CT within 45 days after award of the contract. An oral request for
quotations shall be employed under Simplified Acqusition Procedures
(SAP). It is anticipated that this award will be made on a sole source
basis to Sabtech Industries because it is the only manufacturer that
can provide interface boards that will allow Navy computers using the
NTDS standard to ''talk'' to commercially made, single board computers
using the VME bus while meeting all of the above salient
characteristics. All responsible sources that believe they have the
capability to meet the requirements set forth above are invited to
submit cost and technical data which will be fully considered. Award
shall be made on or about 27 October 1995. The Government shall orally
request written quotations from Sabtech and any other vendor that can
meet the Government's minimum needs. No formal solicitation will be
