The Goddard Space Flight Center intends to issue a (Request for Offer) RFO5-15879/230, for the design and development of a 300 Mega-bit-per-second (Mbps) Consultative Committee for Space Data Science (CCSDS) telemetry framing and error correcting decoder. The system receives 300 Mbps telemetry data via an Emitter Coupled Logic (ECL) interface, frame synchronizes, error corrects the data per CCSDS recommendations, and outputs framed, corrected, annotated and aligned data to a GFE general purpose computer via a Fibre Channel interface. The system shall be configurable using an RS-232 interface and a front panel keypad. User manuals and assistance in integration with the user's general purpose computer shall be included with the delivered system. The anticipated delivery schedule for the system is a 300 Mbit prototype 3 months after the effective date of the contract and a final turnkey system 10 months after the effective date of the contract. There are three separately priced options associated with this contract: a second telemetry framing and error correcting decoder, a Landsat-7 Bose-Chaudhuri-Hocquenghem (BCH) decoder, and a 300 Mbps data simulator. The schedule for delivery of the second telemetry framing and error correcting decoder is 15 months after the effective date of the contract. The schedule for delivery of the BCH option is 15 months after the effective date of the contract. The schedule for delivery of the data simulator option is 10 months after the effective date of the contract. We anticipate a firm-fixed-price contract. This procurement will be conducted under NASA's Mid-Range procurement initiatives. The RFO is expected to be released in October 1995.
