99 -- BURST DISC ASSEMBLY FOR SUPERFLUID HELIUM APPLICATIONS SOL RFP5-14873/238 POC Darlene Walter, Contracting Officer, (301)286-4239. NASA/Goddard Space Flight Center (GSFC) intends to issue a Request for Proposal (RFP)5-14873/238 on a sole source basis to Hydrodyne Div. Of F.P.I. Inc. for all necessary personnel, facilities, and materials to fabricate and test three burst disc assemblies for superfluid helium applications to be used on the X-Ray Spectrometer Detector System (XDS). The functional requirements are as follows: Temperature - capable of satisfying liquid helium temperatures of 1.3K and above; Pressure - operate and seal at 1 x 10-6 torr vacuum and with helium supply between 0 to 45 psid; Leakage - the assembly shall be subject to leak tests of inlet port under a vacuum of 1 x 10-6 torr and outlet port uncovered, the assembly shall be subjected to gaseous leak test. The maximum acceptable leakage past the indium gasket and measured at the inlet port shall be 1 x 10-6 sccs with ambient atmospheric pressure enriched with helium gas surrounding the entire burst disc. Hydrodyne Div. of F.P.I., Inc. is the only company that can provide these assemblies capable of meeting the specifications without significant development time and cost, which would impact the XDS schedules. Hydrodyne is considered uniquely qualified under the statutory authority of 10 U.S.C. 2304(C)(1), only one responsible source.
