The contract for architect-engineer services with guaranteed minimum
amount of $5,000 will be for two years with individual work orders
being issued. Each work order will be negotiated as an individual
project. Work orders for any one project cannot exceed $100,000 and the
total contract cannot exceed $500,000 for each 12-month period. The
contract may be renewed for three one-year periods providing the total
contract amount does not exceed $2,500,000 over the five-year term.
Firms that have the qualifications to perform the services described
are invited to submit a completed SF 255, Architect-Engineer and
Related Services Questionnaire for Specific Project, a completed SF
254, Architect-Engineer and Related Services Questionnaire and a
completed SF 254 for each of its proposed consultants: Facilities
Service Office, Attn: Freda Kelley, 8055 East Tufts Avenue Suite 400,
Denver CO 80237-2881. Selection will be conducted by using the
submitted SF 255 and SF 254s. Interested firms with more than one
office must indicate on the SF 255 the staffing composition of the
office in which the work will be performed. Consideration will be given
to firms responding to this advertisement in accordance with the
instructions in the following order of preference: 1) Local. A/E firm
is to be within a 25 mile radius of the Colorado Springs CO City
Limits. 2) State of Colorado. 3) Out of the State of Colorado. A/E
firms will be considered local only if their sole office is in the
specified geographical area or have a branch office and all the
architectural design, coordination and management of projects will be
performed in that office in the local area. There is no restriction on
the geographical location of consultants. Firms must be registered in
Colorado and Wyoming; have experience in ADA/ABC work; computer aided
drafting not essential; small firms acceptable (to reduce layers of
management without sacrificing response time); previous USPS experience
helpful but not mandatory; ability to respond/perform in timely manner
is essential. New contracts required to handle anticipated R&A
workload including HQ USPS funded ADA/ABC projects for USPS owned
buildings. Multiple awards may be made. The contract contains a
requirement for firms to provide evidence of current insurance of
$200,000 errors and omissions per claim. Participation of
Minority-Owned Businesses is a consideration in US Postal Service
architect-engineer selections. It is prohibited to pay any fee,
commission, percentage or brokerage fee to any person or firm
contingent upon or resulting from award of a contract from this
solicitation. No other general notification for this solicitation will
be made. Submission of SF 254 and SF 255 by USPS mail is encouraged.
Submissions will not be retained or returned. This is not a Request for
