perform routine homepier dockside repairs to the USCGC Sweetgum
(WLB-309). The major items which may be performed include but are not
limited to the following: 1. welding repairs 2. inspect, overhaul and
test weight handling equipment 3. overhaul and weight test shipboard
davit crane (Allied Marine Crane-Model Davit 5000). 4. overhaul and
test dual point boat davit 5. inspect bulkhead and overhead surfaces 6.
renew deck covering 7. ultrasonic testing 8. temporary logistics -
homeport is Mobile, AL. Vessel's length is 180' 0'' - vessel
availability schedule is 8 January 1996. there will be a non-refundable
charge required in the form of a certified check or money order made
payable to the U.s. Coast Guard in the amount of $100.00 for requested
U.S. Coast Guard specification reference drawings. The proposed
contract listed here is part of the Small Business Competitiveness
Demonstration Program and is open to both large and small businesses.

(DOT) Office of Small and Disadvantaged Business Utilization has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to $500,000 per contract to provide accounts receiving financing.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $500,000 per contract. DOT provides
an 80 percent guaranty on the bond amount to a surety against losses.
