Department of Health and Human Services (DHHS)/Employee Assistance
Program (EAP) has a requirement for a part-time counselor, 30 hours per
week for a period of one year beginning on the effective date of
contract award. DHHS is conducting this competition as a 100% small
business set-aside, SIC #8322, through procedures allowed under the
Federal Acquisition Streamlining Act. The following narrative
constitutes the solicitation and no further information is available.
Proposals containing both the technical proposal, including
qualifications of proposed personnel, and the pricing information shall
be submitted to the above listed contact at the address also given
above. Proposals are due October 23, 1995, by 4:00 PM local time. The
EAP is responsible for providing a broad-based program of confidential
professional assistance to employees who are experiencing personal
problems which affect job performance. The counselor shall provide the
following: 1) Provide professional clinical services to employees by
assessing nature and severity of problems, providing crisis or
short-term counseling, referring employees to appropriate community
treatment resources, monitoring treatment and formulating aftercare
programs. It is imperative that employees be referred to community
treatment resources which meet their needs and which are affordable; 2)
Provide advice and consultation to managers and supervisors in
identifying employees with problems and recommending courses of action;
3) Develop and deliver formal supervisory training and employee
education related to the EAP. Training programs are provided to
supervisors so that they become aware of EAP procedures and know how to
identify, deal with, confront and refer troubled employees. Information
programs are provided to employees so that they become aware of EAP
services as well as various personal problems that can affect job
performance; 4) Conduct support groups for managers and employees; 5)
Develop and maintain contact with community treatment resources; 6)
Prepare program marketing materials and correspondence and assist te
Program Administrator in the preparation of narrative and statistical
reports about EAP activities; 7) Participate in the design and
performance of organizational interventions for work groups experience
crisis, productivity or interpersonal problems. The evaluation factors
to be applied are as follows: 1) Master's degree in a mental health
field; 2) Knowledge of and/or experience in federal EAPs; 3) Experience
in organizational settings; and 4) Skill in designing training and
outreach programs. The technical evaluation is considered 50% of the
evaluation; pricing factors will be considered as the other 50%.
