the CBD dated June 29, 1995 as RFP 3764. The previous RFP has been
canceled and this new Request for Proposal No. 3808 is substituted. A
new bid list will be generated for this procurement. Therefore, anyone
wishing to receive this RFP MUST request a copy in writing. The
Minerals Management Service intends to procure services to perform
Phases II and III of a study entitled ``An Assessment of the
Historical, Social and Economic Impacts of OCS Development on OCS
Communities.'' This study is a follow-on Phase I in which a set of
Louisiana parishes highly affected by the OCS leasing program was
identified. All reports and databases generated under Phase I will be
available after award to the Investigator for Phases II and III. Phase
II will focus on building a database of valid and reliable measures of
these trends at the county/parish, state, and regional level, and on
explaining these trends in terms of other social and historical
changes. Phase III will focus on testing and refining Phase II findings
at the community level using family - and local - level information.
The two phases will overlap, spanning an expected performance period of
approximately 2 years. Deliverables will include various formal
reports, datasets, literature review, annotated bibliography, etc.
