A Market Survey was conducted and the results of this survey support our determination to solicit and negotiate with only one firm. The requirements include, capability to obtain automobile and truck registration data as required by National Highway Traffic Safety Administration (NHTSA) Headquarters to perform analysis as mandated by Congress. The report will consist of the National Vehicle Population Profile (NVPP) and the National New Car Registration data files. This will be a three year contract. Contracting Officer. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates up to $500,000 per contract to provide accounts receivable financing. The DOT Bonding Assistance Program enables firms to apply for bid, performance payment bonds up to $500,000 per contract. DOT provides an 80 percent guaranty on the bond amount to a surety against losses.
