R -- GEOTECHNICAL ENGINEERING SERVICES Sol EF68-RFP96-12000, Due 113095, POC Brian J. Luzik (412) 937-2837. The Office of Surface Mining (OSM), Appalachian Regional Coordinating Center, Abandoned Mine Lands Division, is planning to procure Geotechnical Engineering Services for abandoned coal mine reclamation involving landslides, underground mine fires, coal refuse fires, shafts/portals, and mine subsidence. Anticipated work will include any or all of the following: (a) preliminary site visits, feasibility reports, hazard investigations; (b) geotechnical investigations; (c) project design/cost estimates; (d) development of construction design specifications for hazard abatement; (e) site visits for studies/evaluations; (f) pre-bid and post-site surveys; and (g) construction inspection. An average of 32 projects with a total award of $850,000 per year has been awarded to various A&Es in fiscal years 1993 and 1994. Work will be conducted primarily in KY and PA, on a case by case basis. Work will be performed in short time frames as emergency responses to these problems. Interested parties shall request a solicitation proposal package in writing. The credentials and experience in response to this solicitation will be evaluated and rated for a pre-qualified list of sources. The most qualified firm in each region of consideration will be selected for exclusive negotiations for individual contracts on a case by case basis as needed. The three regional areas are respectively managed from Pittsburgh, PA; Wilkes-Barre, PA and Ashland, KY.
