496-7288. The Division of AIDS, NIAID, in its annual requirement to
seek new sources, is soliciting proposals for the Master Agreement
Program for HIV Preclinical Vaccine Development to increase the number
of organizations originally awarded Master Agreements (MA) under MAA
No. NIH-NIAID-DAIDS-94-20. CURRENT MA HOLDERS FOR THIS PROGRAM ARE NOT
REQUIRED TO SUBMIT A PROPOSAL. The Master Agreement Announcement (MAA)
is issued to solicit MA holders who have the capability of performing
the various work categories included in the Statement of Work in
support of HIV preclinical vaccine development. The electronic version
of RFP NIH-NIAID-DAIDS-96-17 will be available on or about October 25,
1995 through the NIH Gopher and Internet using the following
instructions and electronic mail addresses: 1) To access the NIH
Gopher: Point your gopher client to Gopher.NIH.GOV PORT 70 (You should
now be in the NIH Gopher.) Select ''Grant and Research Information'',
then select ''R&D Request for Proposals (RFP)''. 2) To access the NIH
Grant Line (Internet): Configure your terminal emulator as: 1200 or
2400 baud, even parity, 7 data bits, 1 stop bit, Half Duplex. Using the
procedure specified in your communication software, dial 301-402-2221.
When you get a response indicating that you have been connected, then
type,GEN1 (the comma is mandatory) and press ENTER; you will be
prompted by the NIH system for ''INITIALS?''. Type BB5 and press ENTER.
You will then be prompted for ''Account?''. Type CCS2 and press ENTER.
Please note that the RFP for this acquisition includes only the
Statements of Work, special MA requirements, the Technical Evaluation
Criteria, and proposal preparation instructions. All information
required for the submission of an offer will be contained in the
electronic RFP package. Following proposal submission and the initial
technical review process, offerors whose proposals were judged
ACCEPTABLE will be awarded a MA that will qualify them for one (1) or
more of the ten (10) work categories, as appropriate; they will then be
eligible to compete for work as Master Agreement Order (MAO) RFP's are
isued under the one or more work categories for which they qualified.
Responses to this MAA/RFP will be due on or about December 19, 1995.
Any responsible offeror may submit a proposal which will be considered
by the Government. This advertisement does not commit the Government
