behalf of the Ship Structure Committee has a research and development
requirement to develop fracture mechanics test methods and analytical
models for the crack arrest assessment of marine weldments. The tasks
include: 1) Literature Research. 2) Develop test Method and Model. 3)
Full Scale Tests. The Coast Guard anticipates a cost reimbursement
contract will be awarded. The period of performance will be 810 days
from contract award. It is anticipated that a Request for Proposal
(FRP) will be issued on or about 30 November 1995 and the RFP closing
date is anticipated to be 15 January 1996. Your request for a copy of
the solicitation must be received in writing within 30 calendar days
from the date of the publication of this notice. Requestors for copies
of the solicitation should represent themselves as an 8(a), small or
large business as defined by Standard Industrial Classification (SIC)
code 8711, Marine Engineering, with a size standard of $13.5 million.
It is requested that a self addressed mailing label be provided with
the request for the solicitation. Based upon the information available
at the printing of this notice, a small business set-aside is not
anticipated for this R&D project. However, small business sources who
feel they can fulfill the above requirement are requested to submit a
written Capability Statement. This capability statement shall address
the items set forth in Note 25. The Government will review all
submitted statements to determine market availability of the required
service. The Government will not pay for any materials submitted in
