Design Services for the Rehabilitation and Modification of the LeRC
138KV and 34.5KV Power System. The design will produce three distinct,
stand-alone, construction bid packages to be used for three distinct
phases of construction. Phase One will primarily involve the
construction of a new 138KV substation with new duct banks and ties
made to existing substations. Phase Two will primarily involve the
replacement of 34.5KV insulators, breakers, disconnect switches, and
some transformers located at various substations throughout the Center.
Also included in Phase Two is the rehabilitation of Variable Frequency
Drive No. 1 at Bldg. 64. Phase Three will primarily involve the
reconfiguration of power feeds to and from various substations; the
elimination of some overhead supply lines; the rehabilitation of
Variable Frequency Drive No. 2 at Bldg. 64; and installation of new
underground ductbanks. Modifications to the Protective Relaying System
will also be made during each phase of the rehabilitation. The major
disciplines required are electrical, structural, and civil and within
these disciplines specialized experience is required in the 138KV and
34.5KV Power Field. The Protective Relaying System Modifications will
also require specialized experience in the application of Fiber Optic
Technology to protective relaying/power system monitoring. Work will
include preparation of engineering studies, final design, field
investigation, and related services under a fixed price contract.
Interested firms must respond to this announcement by submitting a
completed SF 254 and SF 255 no later than the close of business 30
calendar days from the publication date of this announcement with ''Day
1'' being the next day after publication. If the 30th day is a
Saturday, Sunday or Federal Holiday, the deadline is the close of
business of the next business day. This is not a request for proposal.
Provisions of Note 24 apply to this notice except that (a) in the
sentence beginning ''Selection of firms for negotiation'', the fourth
additional consideratio listed is changed to read: ''(4) past
expierence, if any, of the firm with respect to performance on
contracts with NASA, other Government agencies, and private industry'';
and (b) in the last sentence, NASA is substituted for DOD. Effective
October 1, 1995, The Internet will be the only source of NASA Lewis
Research Center MidRange synopses and solicitations. Other synopses
will continue to be published in the CBD as well as the Internet.
