Z -- INVITATION FOR BID (FOUR PART BIDDING, SOLICITATIONS 8824, 8825, 8826 AND 8827) FOR PHASE 1, COMPREHENSIVE MODERNIZATION OF WILSON PARK HOMES, 2500 JACKSON ST, PHILADELPHIA, PA 19145 SOL 8824-8827 DUE 110995. Contact James Herrmann, Contracting Officer, via facsimile 215/684-4092. The Philadelphia Housing Authority (PHA) seeks bidders for Phase 1 Comprehensive modernization of Wilson Park Homes. Wilson Park is a PHA public housing development located at 25th & Jackson Streets in South Philadelphia. The site, consisting of 24 acres with 746 apartments units in 4 high-rise buildings (12 stories) and 37 low-rise buildings (2 and 3 stories), was opened in 1954. There are 460 units located in the low-rise buildings. The low-rise buildings are constructed of brick and block with floor slabs resting on concrete grade beams. Phase 1 of the project will consist of exterior rehabilitation, electrical upgrades, and site utility work. Particulars include: Site water piping with new meter pits, storm water piping, bollard installation, new sign, upgraded site lighting, new electrical primary switchgear yard and distribution system, new wood-framed gable roofing system with stucco finish at ends, new dormers, chimney extensions, new entrance canopies, expanded stoops, grade beam repair, brick pointing, patching and repair, injection grouting cracks, installing expansion joints in exterior brick walls, precast replacement for brick sills, and reconditioning of steel lintels. The apartment units will be occupied with residents during Phase 1 construction activity. No relocation of residents is planned under Phase 1. The project will be in accordance with the state of Pennsylvania's four-part bidding requirements. Pursuant to the Separations Act, 53 P.S. Section 1005, as amended or 73 P.S. Section 1618, as amended, PHA shall require separate bids for general construction, masonry, plumbing, and electrical work, with award being made to the lowest responsible bidder for each trade, where the specification involves construction erection and alteration of a PHA building and the total cost of the work exceeds $4,000. A non-mandatory pre-bid meeting will be held at 10:00 A.M. o'clock on OCTOBER 17, 1995 in the DINING ROOM OF BUILDING 2506, WILSON PARK HOMES. NOTE: The estimated combined total value of the contract is anticipated to be between $5,000,000 and $10,000,000. NOTE: Contract award(s) can only be made to pre-qualified contractors or offerors. Although not a condition of bidding, it is strongly advised that a pre-qualification package be obtained, completed, and returned to the Pre-Qualification Division prior to submission of a bid or proposal. NOTE: Although this will not be a set-aside project, Small, Minority, Women-Owned and Disadvantaged Businesses are encouraged to bid.
