intends to issue a competitive solicitation in support of the Office
of the Director, Test, Systems Engineering, and Evaluation (DTSE&E) for
Engineering and Technical Analysis Support. A CPFF/Term (LOE) type of
contract is anticipated (single award). This effort will provide
technical capability to cover the full spectrum of support to include
independent review, analysis, assessment, recommendations, and project
management tasks undertaken by DTSE&E in support of the Secretary of
Defense and the Under Secretary of Defense (Acquisition and Technology)
with respect to DoD test and evaluation and systems engineering
matters. DTSE&E's Defense-wide mission responds to a need for
independent program-level test, evaluation, engineering, analysis and
documentation in support of OSD interests. Support must focus on issues
that will influence military capabilities, system acquisition, systems
engineering, models and simulations, software evaluation, utilization
of test resources, environmental technology and protection, technology
applications and transfers, major range protection, and defense
readiness criteria. Requirements levied on the DTSE&E and subordinate
organizations will impose relatively demanding conditions of technical
rigor, analytical impartiality and soundness, innovation, and freedom
from conflicts of interest (Note: This contract will not involve
hardware development). This contract will contain provisions precluding
organizational conflicts of interest, e.g., hardware development
exclusions, or other conflicts that may exist. This contract will be
for a 60-month period. It is estimated that this effort will require
100 man-years per FY for five FYs. Access to classified information is
not required in order to respond to the solicitation; however, the
successful offeror will be required to commence work involving access
to classified information immediately upon contract award. Therefore,
a DoD Top Secret facility clearance is a requirement for award. The
contractor will be required to receive, generate, and store up to
SECRET information at its facility. Key personnel of the successful
offeror who will be performing on this contract must have a TOP SECRET
personnel security clearance based on a current SSBI and be
adjudicated eligible for access to SCI. Foreign participation is not
authorized. The successful offeror will be required to be located in
the Washington, D.C. metropolitan area, within a 30-mile radius of the
DTSE&E office in the Pentagon. The forecast RFP release date is on or
about 17 November 95 with an approximately 60-day response time.
