Datafax Number 314-263-0656. The Government intends to solicit for
enhanced diagnostic capabilities for the Kiowa Warrior aircraft by
redesigning the automatic breakout box (ABOB) being designed and
developed for the Longbow Apache aircraft under Contract
DAAJ09-94-C-0385. The existing ABOB contract is sole source with
Science Applications International Technology (SAIT), a division of
Science Applications International Corporation. The ABOB's purpose is
to reduce No Evidence of Failure problems as well as improve the
efficiency and effectiveness of Aviation Intermediate
Maintenance/Aviation Unit Maintenance practices. The ABOB incorporates
Time Domain Reflectometer capability for cable/wiring fault isolation
and diagnostics. The Government intends to modify the SAIT contract
under the authority of 10 U.S.C. 2304 (c)(1) to add the same enhanced
diagnostics for the Kiowa Warrior. SAIT will concurrently redesign the
Longbow ABOB for use on the Kiowa Warrior, and develop and deliver 6
prototypes. The Kiowa effort will include an option to create a
complete user interface diagnostic package adaptable for use with an
Interactive Electronic Technical Manual. The Government's minimum needs
can only be satisfied by unique services available from SAIT, 10240
