System Engineering and Technical Assistance Contract (SETAC). This
acquisition is for Systems Engineering and Technical Assistance to the
U.S. Army Space and Strategic Defense Command (USASSDC) as well as to
the USASSDC-Headquarters, the Program Executive Office- Missile
Defense, and the U.S. Army Space Command, in the planning, execution,
and evaluation of its various mission-related tasks and projects. The
contractor(s) must provide flexible, responsive and high quality
systems engineering and technical support to fulfill the broad set of
requirements contained in the scope of work (SOW). The contractor will
develop plans, conduct studies, independent analyses, and simulations;
provide technological assessments; and perform related tasks in BMD
systems definition, experiments, technology demonstrations and support
more-advanced engineering development programs in the execution of
these requirements. Further, the contractor will evaluate, analyze,
critique, and assess the adequacy, timeliness, and cost of work
performed by other systems and subsystems contractors. The contractor
will also formulate and recommend alternative solutions to potential
problems. Qualified sources must have related experience and possess
the wide range of experience to support the spectrum of technologies
associated with ballistic missile defense. In order to be considered
for award, offerors must possess a TOP SECRET facility security
clearance. It is anticipated that this acquisition will preclude
foreign participation at the prime and subcontractor levels. An
organizational conflict of interest (OCI) clause will be included in
the contract which will prohibit the successful proposer from
participating in any other U.S. Army Space and Strategic Defense
Command contracts or the contracts of any of the related organizations
identified above; the OCI clause will be applicable for the supported
technology areas of the contract/ subcontract SOW -- DRAFT RFP
DASG60-96-R-0005 to be issued on or about 23 April 1996 -- Solicitation
closing date approximately forty-five (45) days after issuance -- A
five year basic performance period with surge option is anicipated --
In accordance with the Federal Acquisition Streamlining Act 1994, it is
anticipated that this acquisition will result in the award of more than
one contract with identical scopes of work. Interested firms should
submit their qualifications to this office, ATTN: Ms. Lynne Washburn,
in accordance with Note 25 and should reference the RFP number.

be submitted within fifteen (15) days of the publication of this notice
