Warfare Center Weapons Division (NAWCWPNS), China Lake, CA intends to
award an indefinite delivery, indefinite quantity type contract for
labor, materials, data, travel and packing and shipping to support the
NAWCWPNS' Radar Cross Section (RCS) efforts. The contract will be for
analytical studies, technical support, customer facilitation, software
support, hardware support, and training in areas such as designing
tests for exotic programs, RCS range design, range operation, data
collection, data analysis, data validation, target analysis, target
diagnostics, data display, and hardware or software modifications or
upgrades. The contractor shall provide support in the areas of
identification and resolution of problems dealing with China Lake's RCS
ranges and make recommendations for range capability improvements. The
contractor shall also provide training and materials for on-site
classes for up to 20 people covering a range of RCS subjects. Software
and hardware upgrades and support may be required on an as needed
basis and will be initiated by individual delivery order. The NAWCWPNS
operates three open air ranges to measure radar cross section. The
South-40 range is a horizontal bounce strip that allows
multi-frequency, multi-polarization, monostatic and bistatic
measurements to be made in a simulated free space environment. The
South-40 radar provides signals ranging from Hf, VHF to Ku band, and Ka
band. The North-40 range provides multi-frequency, multi-polarization
monostatic look-down capability. The North-40 radar covers the S, X, Ku
and Ka bands. A dynamic RCS measurement capability is also operated and
maintained at the Electronic Combat Range, China Lake. Contract period
of performance is for three basic years plus two option years, with an
anticipated minimum for each contract year of 1000 work-hours from a
Chief Scientist. Optional contract phase-in/phase-out support may also
be required of the contractor if necessary. The Statement of Work will
