TRIANGLE METRO STATION. Sol 96PADC0001 due 111695. Contact Gayle
Clarke, 202/724-9038. This project is an addition to the Federal
Triangle Metro Station located at 12th Street between Pennsylvania and
Constitution Avenues, Washington, DC on the west side of the existing
Federal Triangle Metro Station. Project cost is estimated to be
between $800,000 and $1,000,000. The Architect/Engineering Services are
required by PADC/GSA for the purpose of the addition of a two level
elevator and a connecting corridor providing access for the handicapped
from the upper station mezzanine to the lower station mezzanine,
including cutting through and restoring the existing construction and
finishes. The entire passageway and elevator will be underground,
beneath a grass lawn in the 12th Street hemicycle courtyard owned by
the Federal Government. All designed and constructed finishes, signage
and details will match those in the existing Federal Triangle Station
and will be in accordance with the Washington Metropolitan Area
Transportation Authority's Standards. WMATA will review and approve all
designs and construction documents. A/E services will require the
preparation of design and construction documents, cost estimating and
engineering for a below grade passageway and elevator for the
handicapped, connecting the Federal Triangle Building to the Federal
Triangle Metro Station within the existing Metro Station. Services
include the design of a concrete passageway; new elevator shaft and
car, fittings, lighting and all necessary appurtenances; reconstruction
and patching of the existing Metro construction. All design and
construction must comply to WMATA standards. Construction is to be
reinforced concrete with exposed aggregate finish on the interior,
quarry tile floor and bronze and glass elevator. Minimum requirements
are: that the A/E contractor has successfully completed a contract of
the same scope for WMATA and that at least one manager on the team
performing the services has demonstratable experience in a management
capacity on a similar contract for WMATA. The selection will be based
on the following criteria (listed in order of importance): (1) the
experience and past performance in the design of similar projects for
WMATA; (2) qualifications and relevant experience of key personnel
committed to the project, including suitability of proposed consultant
team; (3) a track record in meeting design deadlines on projects
listed in (1) and (2); (4) experience and past performance in the
design of similar projects not for WMATA; (5) capabilities required:
project management planning design management; coordination and
scheduling methods and cost control methods; and (6) experience past
performance and capabilities in construction inspection services and
preparation of operating maintenance manuals. A/E firms which meet the
requirements described in this announcement are invited to submit a
completed SF 254's and 255's and other appropriate data by 4:00,
November 16, 1995, to the Pennsylvania Avenue Development Corporation
(PADC), 1331 Pennsylvania Avenue, NW, Suite 1220N, Washington, DC
20004-1703, Attn: Gayle Clarke, Contract Specialist. Prior to award of
the contract the selected firm, if not a small business concern, shall
be required to present an acceptable small business and small
disadvantage business subcontracting plan in accordance with the FAR
19.7. This will be a firm fixed price contract. Submitted materials
will be disposed of by PADC 60 days after final selection unless
