520-533-0363. The U.S. Army Information Systems Command (USAISC) plans
to release a Request for Proposal (RFP) for the Operation, Maintenance
and Supply-Europe (OPMAS-E) support for Information Systems equipment
throughout the 5th Signal Command's area of responsibility on or about
27 October 1995. The U.S. Army Information Systems Command intends to
procure non-personal services for the operation and maintenance (O&M)
of Government Owned-Contractor Operated (GOCO) facilities in Mannheim,
Germany and throughout central Europe. The following functions are
supported through OPMAS-E: Defense Information Intrastructure (DII)
sites throughout Europe, Non Secure Key Telephone System (KTS) support,
Standard Theater Army Command and Control System-Europe (STACCS-E),
records for three stock record accounts and two property book accounts,
records for Controlled Cryptographic Items (CCI), the Small Computer
Issue Activity (SCIA) and the Excess Automation Equipment Reporting and
Disposition for all automation equipment for USAREUR, and the Area
Maintenance and Supply Facility (AMSF). Additionally, there is a
requirement for the installation and maintenance of base communication
systems and field exercise support and contingencies for U.S. Forces
in the European Theater. There are options for O&M of: Defense
Satellite Communications Systems (DSCS) located at Landstuhl and Bad
Aibling, Germany, Coltano, Italy, and Menwith, England, Defense Red
Switch Network (DRSN) located at Vaihingen, Germany, Data Processing
Installation (DPI) located at Schwetzigen and Kaiserslautern, Germany,
and Remote Job Entry sites in Europe, and Army Telecommunications
sites located in Belgium, Italy, and Germany. The majority of work
requires ''SECRET'' or ''TOP SECRET'' cleared personnel, although there
is an additional requirement for some personnel to maintain ''SCI'' and
''SSBI'' clearances. The number of clearances required is specified in
the RFP. The requirement consists of a base year plus four one-year
options beginning on or about 1 October 1996. A pre-proposal conference
is planned for 13 - 17 Novembr 1995 in Worms, Germany. Information
regarding the pre-proposal conference is contained in Section L of the
RFP. The RFP will be paperless and will be released using the USAISC
Contracting Office Electronic Bulletin Board System (EBBS). The RFP
contains files in MS Word and MS Excel. In addition to the RFP and
Bidders Mailing List, comments and responses to the Draft RFP will be
on the EBBS on or about 27 October 1995. DO NOT request any documents
in writing, accessing the EBBS places a vendor on the Bidder's Mailing
List automatically. A computer with a minimum of 8MB RAM, preferably
16MB, is recommended. The Bulletin Board can be accessed by dialing the
EBBS, using any communication program, ANSI VT00 or RIPGRAPHIC. Use
phone numbers (520) 533-0132 thru 0139. Modems should be 28800 baud.

time you login. The first time you login, you will be given thirty
minutes of access time. The following day you will be given full access
as you are upgraded to a customer, however, we request that usage be
