The Defense Nuclear Agency (DNA) has a requirement for the elimination of all remaining foundation pads for SS-25 Mobile Intercontinental Ballistic Missile (ICBM) launchers in the Republic of Belarus. This follows the transfer of SS-25 ICBMs and their associated fixed structures to Russia. The effort will include the elimination by mechanical means of 81 cast-in-place concrete mat foundations, earthwork and a buried cast-in-place reinforced concrete navigational reference block. The contractor shall work with the Government of Belarus and shall be responsible for: (a) providing all planning, purchasing, and international transport of construction equipment and supplies; (b) project planning and scheduling; (c) foundation pad elimination; (d) transport of all salvageable material to a local stockpile location; (e) earthwork and, if necessary, some environmental services; and (f) managing subcontractors and, to the maximum extent possible, a largely Belarusian labor force to accomplish work required. The 81 foundation pads are located in three major locations and the elimination of all pads must be completed within two years after contract award. All actions to be performed by the contractor are unclassified. DNA anticipates release of a Request for Proposal (RFP) on or about 18 Oct 95. Interested bidders are required to attend a site visit in conjunction with a preproposal conference in Belarus to be held in early November. Further information regarding this site visit/conference will be provided in the RFP. All requests for the RFP must be in writing.
