ENGINEERING SERVICES, FOR THE PITTSBURGH DISTRICT AREA (ZIP CODES

Engineering Design and Support Services, which should include, but not
be limited to, Underground Storage Tank Testing, Installation and/or
Removal, Replacement, Clean-up and Restoration; Asbestos Abatement
Design and Support; Lead Abatement, Soils Testing, and Air Quality
Testing THIN Testing, and Air Quality Testing WITHIN THE AREA OF THE
PITTSBURGH DISTRICT (ZIP CODES 150-154, 156, 260), are a few of the
required services that will be required and part of the firm's
performance evaluation. The contract for environmental
architect-engineer services will have a base two (2) year term.
Individual work orders will be issued. Each work order will be
negotiated as an individual project. Work orders for any one project
cannot exceed $100,000.00, and the total contract cannot exceed
$500,000.00 for each 12-month contract period. The contract may be
renewed for three, one year periods. The total amount of work ordered
over the five-year period may not exceed $2,500,000.00.
Architect-Engineer firms which meet the requirements described in this
announcement are invited to submit: (1) a Standard Form 254,
Architect-Engineer and Related Services Questionnaire, (2) a Standard
Form 255, Architect-Engineer and Related Services Questionnaire for
Specific Project, and (3) any supplemental data. These submittals must
be received by December 1, 1995. The selection will be conducted with
the combined use of SF-254 and SF-255. Interested firms with more than
one office must indicate on their SF 255 the staffing composition of
the office in which the work will be performed. Consideration will be
given to interested firms responding to this advertisement in
accordance with the foregoing instruction in the following order of
preference: 1. Firms and consultants located within zip codes 150-154,
156, 260, Pittsburgh, Pennsylvania and Wheeling, WV; 2. Firms located
within a 30 mile radius around Pittsburgh and Wheeling city limits; 3.
Firms within States of Pennsylvania and West Virginia. Architectural
and engineering firms will be considered as local only if their sole
office is in the local geographical area or they have a local branch
office and all the architectural design, coordination, and management
of the project will be performed in that office. The contract contains
a requirement for firms to provide evidence of current insurance of
$200,000 of errors and omissions per claim. Participation of
Minority-Owned Businesses is a consideration in U. S. Postal Service
architect-engineer selections. It is prohibited to pay any fee,
commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for this project.
No other general notification for this project will be made. This is
