Defense through the Office of Naval Research has a requirement for a
technical assistance program to promote increased participation of
Historically Black Colleges and Universities (HBCUs) in Department of
Defense education programs. Sole source negotiations of a grant will be
conducted with the Hampton University, Hampton, VA. This effort
involves the management and administration of the Office of Naval
Research-Historically Black Colleges and Universities Graduate
Fellowship Program. Graduates of HBCUs compete for fellowships to
pursue graduate study in the fields of science and engineering. Hampton
University as an HBCU institution, has the experience and personnel
needed to administer the program. Due to the breadth and depth of its
personnel and technical expertise, the Hampton University was selected
as the most logical source of experience required to administer the
