expression of interest (qualified sources sought) for a contractor to
furnish all labor, material, equipment and supervision to construct an
11,095 square foot building with an additional 8,700 square foot
parking lot. The purpose of this project is to provide a facility for
physical and classroom training for the Pantex Security force. The site
work associated with this project includes top soil stripping and
backfill; installation of utilities, such as fire protection water
domestic water, primary and secondary electrical power and sanitary
sewer; finish grading, culvert, concrete and asphalt paving. The single
story building system to be assembled consists of concrete masonry
units (CMU's) with an exterior insulating finish system (EIFS). The
structure requires exterior columns with a lateral bracing system of
ductal moment frames. The roof is metal deck on steel bar joists and is
covered with rigid insulation and a standing seam metal roofing
material. Masonry, drywall, painting and carpentry work will also be
required for the construction of this facility. The mechanical work
includes the installation of domestic water system, automatic sprinkler
system, air handling units, and associated ductwork, plumbing fixtures,
hot water, electric heating and cooling system and primary and
secondary electrical power systems. Exterior and interior lighting,
fire alarm, telephone, computer network, and public address system as
well as lightning protection system. The construction site will be part
of the U.S. Department of Energy, Pantex Plant, located approximately
20 miles Northeast of Amarillo, TX, on Highway 60 on Farm to Market
road (FM0 2373, Amarillo, TX 79177. The total estimated construction
cost is between $1,000,000.00 and $2,000,00.00 dollars. Bid
specifications and drawings will be available approximately November 1,
1995, for a nonrefundable cost of $100.00 per set by certified check or
postal money order. For bid packages submit written requests to Randy
J. Lucas, Contract Administrator, Procurement, Building 16-12, at
Pantex Plant. Bid documents will be mailed upon receipt of the
nonrefundable deposit to the address specified with the remittance.
There will be a pre-proposal conference and an on-site tour tentatively
scheduled for the second week of November, 1995. Proposals will be due
approximately two to three weeks after the pre-proposal conference. It
is anticipated that a firm fixed price construction contract will be
awarded as a result of this expression of interest and the resultant
Request for Proposal to follow. All responses or requests for plans and
specifications should be received no later than October 27, 1995, and
directed to Randy J. Lucas, Contract Administrator, Procurement
Department, Building 16-12, Mason & Hanger - Silas Mason Co., Inc.,
P.O. Box 30020, Amarillo, TX 79177-0001. The nonrefundable cashiers
check or postal money order shall be made payable to Mason & Hanger -
Silas Mason Co., Inc., for $100.00 per set. This project shall be
classified as a Small Business Set-Aside project with an SIC code of
1541 and prospective offerors average annual receipts for the preceding
3 years can not exceed $17,000,000.00. The estimated date for mailing
of the plans and specifications is November 1, 1995. This is not a
