non-competitive negotiation is proposed with Motorola Inc., Scottsdale,
AZ, because this procurement is confined to the contractor's part
number referred to and must be physically and functionally
interchangeable at the repair parts level with the item the current
source supplies for this NSN. Detailed techncial data for the
manufacture and acceptance of this item is not available from the Army.
However, all responsible sources may submit a proposal which shall be
considered by the agency. The synopsis is provided solely for
informational purposes and should not be replied upon as a basis for
preparation of an offer. Only written requests for this solicitation
will be accepted. The U.S. ARMY COMMUNICATIONS ELECTRONICS COMMAND
(CECOM) has established an Electronic Bulletin Board (EBB) to provide
electronic transmittal of Request for Proposals (RFPs) and Invitations
for Bids (IFBs) from Government to industry. ALL SOLICITATIONS ISSUED
FROM FORT MONMOUTH FOR ACQUISITIONS OVER THE SMALL PURCHASE THRESHOLD
ARE SOLICITED VIA THE EBB. AS OF JANUARY 1, 1995, HARD COPY WILL NO
LONGER BE DISTRIBUTED. Exceptions are Post, Camp and Station
Acquisitions.) All interested parties wishing to do business with CECOM
are invited to access, operate, send and receive data from the CECOM
EBB system. To become a user of the EBB you will need an identification
code and password in addition to a computer terminal equipped with the
necessary hardware and software to interface with the EBB system. This
hardware and software required includes a computer modem, telephone
line, communciation software, word processing software and a printer.
If one intends to print downloaded (after decompressing) a fast, higer
resolution printer is advantageous. The EBB itself is an IBM
compatible computer running commercial bulletin board software. The EBB
is equipped with Hayes Ultra 14.4 baud modems that are capable of
supporting other Hayes compatible 14,400 baud or lower modems. User's
computer must be equipped with a Hayes compatible 14.4 (or slower)
modem. (Baud rates less than 2400 are not recommended.) The EBB runs on
MS-DOS Operating System software. The majority of files will be created
and stored on the EBB Microsoft's Word for Windows format since this is
the standard CECOM word processing software. If a file is not in Word
for Windows format, the file will be in Rich Text Format or ASCII
format - a format capable of being imported into Word for Windows.
While not required, a 17'' Super VGA monitor will better accommodate on
screen viewing of certain solicitation documents. Detailed information
regarding system requirements is contained in the U.S. Army CECOM EBB
User's Manual. A User's Manual, Identification Code and Password will
be issued upon request. All requests must include 1) Company Name, 2)
Point(s) of Contact Name(s) and Title(s), 3) Return Address(es), and
