Administration (FHWA) is soliciting proposals for regional coordination
offices to provide nonpersonal technical and management services to
support FHWA's Long Term Pavement Performance (LTPP) studies. The LTPP
is a 20 year research project consisting of data collection on
pavement performance and related information on in-service test
sections. The ultimate objective of the program is to extend highway
pavement life through improved pavement design and rehabilitation
methods. Currently, nearly 2,000 in-service test sections, located
throughout the United States and Canada, are under study. This
solicitation is for the North Atlantic Regional Coordination Office
which encompasses Maine, Vermont, New Hampshire, New York,
Massachusetts, Rhode Island, Connecticut, New Jersey, Pennsylvania,
West Virginia, Virginia, Delaware, Maryland, and North Carolina. The
regional coordination office must be located in one of these fourteen
States. Test sections are located throughout these States and in the
Canadian Provinces of Nova Scotia, Newfoundland, Ontario and Quebec.
Approximately 320 test sections are located in the LTPP North Atlantic
Region. The anticipated issue date for this solicitation is between
November 1, 1995 and November 14, 1995 with proposals due January 15,
1996. The LTPP is a dynamic effort requiring extensive coordination
with FHWA LTPP staff, other LTPP contractors, and participating highway
agencies. The Contractor shall provide: (a) collection of site-specific
data from the LTPP test sections within the North Atlantic LTPP region;
(b) coordination of data collection efforts of other contracts and
highway agencies; (c) quality control of data; (d) data reduction,
processing and transmittal of data into the national data base; and (e)
limited analysis and/or summarization of data in coordination with the
LTPP analysis master plan. This solicitation is designated for full
and open competition. All responsible sources may submit a proposal
which shall be considered by FHWA. To obtain a copy to the
solicitation, interested parties may submit written requests accompaied
by two self addressed mailing labels to the address indicated above.
