The U.S. Army Aviation and Troop Command proposes to acquire on a sole source basis, technical, programmatic, and logistical services to support the Advanced Threat Infrared Countermeasure/Common Missile Warning System (ATIRCM/CMWS). The ATIRCM/CMWS is a tri-service program. There are three interralated Infrared Countermeasure (IRCM) development efforts in process. These three programs together are referred to as the Suite of Integrated Infrared Countermeasures (SIIRCM). The ATIRCM/CMWS is the core of the SIIRCM developments and contains the functions of missile detection and warning, infrared jamming and countermeasure munitions dispensing. For the past four years, CAS, Inc. has been the only beta site (independent software code evaluation) for the Infrared Countermeasure Simulation System (IRCMSS) code. CAS, Inc. has participated in the planning, development, and data reduction of IRCM field tests, which support code development and checkout. This effort requires the reduction, analysis, and application of recently acquired countermeasure field test data in IRCMSS in order to assess ATIRCM/CMWS effectiveness. The Government does not have adequate documentation and the data bases are in the development phase. The period of performance will be two (2) years with three optional one year ordering periods. The estimated cost is $12M per year, for an estimated total value of $60M over a period of five (5) years. The resultant contract will be both time and material and cost plus fixed fee.
