L. Schick, (205) 955-1187. The Army is actively engaged in a number of
ongoing endeavors which will produce a strategy for the execution of
its Space, NMD and TMD activities. This strategy must be reflective of
numerous statutory requirements, National Security implications,
National Military strategies, Defense Planning Guidance, DOD policies,
Army planning, and supportive policies, procedures, and decisions, all
of which bear upon the determination, development, and integration of
the requirements for capabilities of Army forces. Successful execution
of Army Space, NMD and TMD activities requires the immediate
application of in-depth knowledge and understanding of the current
status of programs and all relevant factors, policies, and procedures
and their interrelationships and subsequent impacts. The incumbent
contractor is to provide continuing support to the USASSDC for Army
Space, NMD and TMD planning, integration, and mission execution. The
following are representative of the efforts to be undertaken: (1)
Assessing Army capabilities to standardize and integrate missions,
functions, and execution, (2) Developing analyses of the mission
implications resulting from proposed initiatives, actions, policies and
procedures, (3) Providing in-depth and integrated support to USASSDC
efforts focused on Army Space, NMD and TMD modernization to include the
status of science and technology development (4) Planning the scope of,
conducting, and evaluating the results from assigned studies and
assessments, and (5) Other assistance involving the pursuit of USASSDC
program management. This action is a non-competitive follow-on to
existing contract DASG60-92-C-0173, and is directed to Coleman Research
Corporation in accordance with FAR 6.302-1. The contemplated contract
will be a cost-plus-fixed-fee, level of effort with a basic period of
performance of one year. The contract will contain a surge option, for
additional level of effort to be performed within the basic period of
performance, and a term option, for an additional twelve month period
of performance. This action results from a higher than anticiated
usage rate encountered under the existing contract and is required
strictly to allow for effort currently underway to continue, pending
completion of the planning for a competitive follow-on contract. Firms
that are interested in the effort described above should provide
capability statements as to their qualifications to CSSD-CM-CT/Robbie
Phifer. Interested firms must submit two copies of their specific
