B -- U.S. TRADE AND DEVELOPMENT AGENCY IS SEEKING EXPRESSIONS OF INTEREST FROM U.S. COMPANIES TO HELP PREPARE A USG INFRASTRUCTURE ASSISTANCE PROGRAM FOR BOSNIA & HERZEGOVINA DUE 101095 POC Della Glenn, USTDA, Room 309, SA-16, Washington, D.C. 20523-1602, Tel:(703) 875-4357, Fax No.: (703) 875-4009 The U.S. Trade and Development Agency is seeking Expressions of Interest from U.S. companies interested in obtaining a contract for the development of a USG infrastructure reconstruction assistance program for Bosnia & Herzegovina. This program will involve a combination of feasibility studies, conceptual design and engineering, technical training, financial engineering, procurement advice and other related project development work, including the possible purchase of emergency equipment and the funding of in-country technical advisors. The TDA contractor(s) will assess those priority projects which will have the greatest prospects for U.S. trade and investment, and prepare scopes of work and supporting budgets for possible USG grant assistance. The U.S. company or companies that are selected to perform this work will not be eligible to compete for any of the recommended grant assistance projects. TDA plans to contract with U.S. companies with expertise in four sectors --transportation, energy, telecommunications, and water and sewage --to assist TDA to prepare a grant assistance program. TDA has yet to determine whether or not to award one or more contracts for this assignment. Under the first phase of work, the contractor(s) (industry team leaders) would discuss project ideas with World Bank, EBRD representatives and Bosnian officials and prepare a report providing ideas and suggestions for future action. This report would focus on the highest priority reconstruction projects, their stage of implementation, possible sources of external financing, and plans for priority projects. The contractor(s) also would provide an up-to-date listing of existing or planned donor assistance for these projects. This would include programs of PHARE, EU countries, Japan and other international aid and lending institutions. The contractor(s) would be required to present an oral and written report to TDAand other USG agencies on the findings, and make recommendations for USG infrastructure assistance. The contractor(s) would use TDA=D5s public sector project= report outlines in reviewing projects for possible USG grant assistance. In conducting this assessment, the contractor(s) also would focus on the least cost investment options. Travel overseas and to Washington would be necessary by each industry team leader. Under the second phase of work, the industry team leaders with an appropriate team of experts would visit Bosnia to better define the project ideas, scopes of work and supporting budgets. One of the basic program goals of this assignment would be to leverage bank loans for the Bosnian reconstruction effort. Some general sector information follows: =A5Electric Power =D1 More than 50 percent of= the generating capacity in the Bosnian Federation has been damaged and the transmission and distribution network is no longer operational. There is an immediate need for network planning, as well as engineering services to design new systems and rehabilitate thermal and hydro power plants. =A5Telecommunications =D1 In addition to reconstructing the existing= system, equipment and technical assistance also is required for projects involving microwave links, switching and wireless local loops, mobile phone systems, broadcasting and spare parts. =A5Transportation =D1 Approximately 35= percent of the roads and 40 percent of the bridges have been damaged in the Bosnian Federation. The reconstruction strategy is designed to eliminate transport bottlenecks and provide essential replacement equipment. Several hundred million would be required to repair airports, roads, the port at Ploce, railways, and urban transport. =A5Water Supply & Sewage =D1 Several million would be required the first year for project management, engineering, and other technical assistance. Also needed is an experienced water operating company to help develop and manage an assistance program. Expressions of interest to perform this assessment are due seven working days from thedate of this notice. Contractor qualifications must be included. Expressions of interest should be typed and should not exceed 10 pages of narrative. Once a source of funding has been obtained, TDA intends to solicit proposals from a short list of interested U.S. companies in accordance with FAR Part 6 procedures for procurements of unusual and compellin urgency. Response to this CBD request for expressions of interest does not guarantee inclusion on the short list. Companies that are selected to perform this assignment will not be eligible to bid on resulting TDA grant assistance projects.
