All questions should be directed to Elinor Cunningham, Procurement Specialist, (301) 415-6580 The NRC seeks a vendor for the purchase of an off-the-shelf digital image surveillance system (monitor and review station). The system shall meet the unique and unusual International Atomic Energy Agency (IAEA) safeguards requirements. These include complete image authentication, total digital transmission, data encryption, reliability in recording scenes without failure in any system channel, software that will allow an automatic system start/restart if normal operations are interrupted, tamperproof cable connections, power supply to allow system to operate without main supply over a period of approximately 4-5 days at 5 minute intervals, penetrations secured with seals, and tamper-indicating enclosures on both the recording unit and the camera units, and power-tamper call-in. The system will be used by GOSATOMNADZOR (GAN), the Russian Nuclear Regulatory Agency. Equipment installation and short-term maintenance will be provided by the Defense Nuclear Agency through September 1998. The vendor shall provide long-term equipment maintenance and technical support in the use and operation of this system at the designated Russian facility. Vendor shall have the capability to provide immediate response to requests for assistance by the designated facility. The NRC intends to award this requirement under the Simplified Acquisition Procedures. Upon request of the RFQ, the equipment specifications will be furnished at that time. This proposed procurement is under a 100 percent small business set aside. The Standard Industrial Classification code for the equipment required is 5043.
