Transporte, Comunicacin y Aeronutica Civil (the ''project sponsor'')
invites submission of qualification and technical proposal data
(collectively referred to as the ''Proposal'') from interested U.S.
firms which are qualified on the basis of experience and capability to
provide technical assistance to develop and implement an airport
modernization and air traffic control systems upgrade project in
Bolivia (''the project''). The Bolivian National Secretariat of
Transportation, Communication, and Civil Aeronautics requested TDA
assistance with a feasibility study for the upgrading of air
transportation systems both at the national level and for the three
main airports serving the cities of La Paz, Cochabamba, and Santa Cruz.
The primary objective of the study is to evaluate and determine the
most cost effective solutions and engineering designs to meet safety
requirements and long-term ATC requirements and airport modernization
needs in Bolivia. The feasibility study will build upon work already
completed by the project sponsor and other relevant agencies and
involve additional technical, economic, and financial analyses. The
feasibility study will propose a plan for the new investments needed to
provide adequate airport infrastructure and radar coverage as well as
air navigation and communications systems development in Bolivia. The
feasibility study will cover the following main tasks: 1. Review of
Existing Passenger and Cargo Demand and Projections (for both domestic
and international travel) 2. Review of Airport Terminals and
Operations at the La Paz, Cochabamba, Santa Cruz, and Trinidad
airports--including passenger services, cargo management, all ground
operations and services, runway, taxiway, and aircraft parking and gate
facilities, security services, crash, fire, and rescue facilties, and
communications and navigation facilities and services. 3. Review of
existing ATC/navaids system and radar coverage (including all 32
official airports and airstrips) 4. Development of System Requirements,
including all infrastructure and civil works, radars, ILSs, VORs, NDBs,
DMEs, dedicated communications equipment, work stations, facilities,and
related hardware. 5. Develop capital costs and investment
requirements.6. Development of Financing Options.7. Assessment of
Training Requirements. 8. Preparation and Submission of Final Report.
A detailed Request for Proposals (RFP), including the Terms of
Reference and a background definitional mission report are available
from the U.S. Trade and Development Agency (''USTDA''), Room 309,
SA-16, Washington, DC 20523-1621. Requests for the RFP should be faxed
to the IRC, USTDA, (fax: (703): 875-4009). Please include: your name,
company name, address, and telephone number. If you would like the RFP
sent to you via courier delivery service, include the name of the
courier company and your firm's account number. No telephone requests
will be honored. The selected U.S. firm will be paid in U.S. dollars
from a $400,000 grant to the Secretara Nacional de Transporte,
Comunicacin y Aeronutica Civil by USTDA. Only U.S. firms and
individuals may bid on this USTDA-financed activity. Interested firms,
their subcontractors, and individuals (including employees of such
firms and subcontractors) must qualify under USTDA's nationality
requirements as of the due date for submission of qualifications and
proposals and, if selected to carry out the USTDA-financed activity,
must continue to meet such requirements throughout the duration of the
USTDA-financed activity. Details of the USTDA nationality requirements
are included in the RFP, as well as TDA mandatory contract clauses.
Interested U.S. firms should submit their proposal directly to Cmdte.

November 27, 1995. Evaluation criteria will consist of the following:
1. General experience (ability to provide qualified personnel, overseas
experience with emphasis in Latin America in airport and ATC/navaids
project development and implementation) (20%) 2. Special Expertise in
developing systems costs and investment programs for major airport and
airspace projects(15%)3. Proposedtechnical approach to conducting the
study, including a detailed methodology (25%)4. Professional Staff
Capability (years with firm, years in present position, years of
overseas and Latin American experience), in airports and airspace
projects including airport design, air traffic control, air navigation,
communications, tower management, and airspace management (20%)5.
Experience in financing airport projects and privatization (20%) Price
will not be a factor in contractor selection, and therefore, cost
proposals should NOT be submitted. The project sponsor reserves the
right to reject any and/or all Proposals. The project sponsor also
reserves the right to contract with the selected firm for subsequent
work related to the project. The project sponsor or USTDA are not bound
to pay for any costs associated with the preparation and submission of
Proposals. Firms agree by their response to this announcement to abide
