Kay Clarey, (202) 622-0192. As required by P. L. 104-355 and the
interim Federal Acquisition Regulation, the Procurement Executive of
the Department of the Treasury certified interim FACNET capability on
July 13, 1995 for the IRS & U.S. Customs Service. Both organizations
meet the requirements of the law & regulation by having the ability to
electronically provide widespread public notice of contracting
opportunities, issue solicitations, receive responses to solicitations
and associated requests for information, and permit the private sector
to electronically access notices of solicitations, access and review
solicitations and respond to solicitations. IRS & Customs operate
through the Federal Acquisition Computer Network (FACNET) to provide
requests for quotation to all certified Value Added Networks and their
client trading partners. For an interim period, IRS and Customs may
accept non-FACNET quotes on FACNET requests for quotations. The private
sector will be notified via the CBD at least 30 days prior to the
