The US Army, Program Executive for Intelligence Electronics Warfare and the Project Manager Signals Warfare and the C4IEW Acquisition Center - Vint Hill, issue this Market Survey for providing a precision location capability for the Guardrail Common Sensor (GR/CS) System Ground Tethered Satellite Relay (GTSR). The hardware and software developed under this effort will perform precision location and navigation processing on downlink data from the existing airborne CHAALS Signal Conditioners. The hardware and software will interface with the Tactical Relay Facility (TRF) FDDI Local Area Network, the GR/CS Airborne Relay Facility (ARF) via the GR/CS datalink, the Main System Computer in the Integrated Processing Facility (IPF) via the satellite link. A tasking, monitoring, and report analysis capability, to include spectral display is required for the remote IPF and the forward TRF. The hardware and software sought by this market survey will be provided to the GR/CS System-1 integrator as Government Furnished Property for integration into the GTSR environment. Interested and responsible sources capable of fulfilling these requirement must respond within 15 days after publication of this announcement. It is the responsibility of the interested offeror to provide sufficient data to the Government that supports and documents their contention that they can perform this effort. The Government shall not be responsible for any costs incurred by interested offerors responding to this market survey. The period of performance for this effort is estimated to be two years. It is intended to award this effort under an existing contract with Loral Federal Systems - Owego, New York, pursuant to FAR 6.502-1, Only One Responsible Source. No solicitation will be issued.
