The Internal Revenue Service (IRS) is seeking industry information for predictive dialer systems already available in the marketplace. Information is need for predictive dialer systems, components, and devices capable of automating and controlling the scheduling, routing and placement of large volumes of outgoing telephone calls. The IRS, currently, makes extensive use of Automatic Call Distribution Systems (ACD) which require significant staff time to observe, monitor, and direct the placement and rescheduling of unanswered outgoing calls. The IRS desires to reduce staff time and increase efficiency through the use of a predictive dialer system capable of automatically placing and rescheduling calls such that a call is routed to an IRS employee only when answered by a person at the other end. A draft Statement of Requirements (SOR) is available, which explains the existing hardware/software environment and states the IRS needs (Section 2.0, Predictive Dialer System Requirements). All interested parties are invited to request a copy of the SOR from the IRS Contract Specialist at the address stated above. The IRS is seeking industry responses in the form of systems technical information and, supplier's capability and qualification statements. Responses to this notice are to be submitted to the address above by November 13, 1995.
