perform routine Dockside Vessel Maintenance including, but not limited
to, the following Minimum Items: 1) Renew: Machinery Trunk Deck and
Framing; AFT Boat Davit Foundation and Deck Plating; Hot Water Tank,
Hot Water Piping, and Exhaust Piping Insulation; Barge Bilge Piping;
Throttle Pnuematic Lines and Tubing Rays; Bulkhead Insulation; Pilot
House Insulation. 2) Replace Watertight Cargo Hatch. 3) Modify
Crossdeck Which Foundations and Renew Crossdeck and Spud Winches. 4)
Inspect and Overhaul Boat Davit. 5) Provide Temporary Berthing. 6)
Temporary Logistics. Indefinite Items include: 1) Welding Repairs. 2)
Temporary Messing. 3) Ultrasonic Testing. Vessel's homeport is
Charleston, SC. Vessels availability schedule is 05 FEB 1995 for 21
days. The place of performance is geographically restricted from Tampa,
FL to Philadelphia, PA. There will be a nonrefundable charge of $100.00
required in the form of a certified check or money order payable to the
U.S. Coast Guard for requested drawings. All other referenced documents
are available for viewing at Building 400N, Governors Island, NY. Funds
are not presently available for this procurement. The Government's
obligation under this solicitation is contingent upon availability of
appropriated funds from which payment for contractual purposes can be
made. The proposed contract listed here is part of the Small Business
Competitiveness Demonstration Program. Plans and specifications will be
issued on or after 01 Nov 95. All responsible sources may submit a bid
which shall be considered by the United States Coast Guard. For

Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire sort-terming working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime intereste rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
