J -- MAINTENANCE SERVICE FOR AND SUPPORT OF THE NASA LANGLEY RESEARCH CENTER AIRCRAFT POC NASA Langley Research Center, Industry Assistance Office, MS 144, Hampton, VA 23681-0001. Maintenance Service for and Support of the NASA Langley Research Center Aircraft. NASA Langley Research Center (LaRC) uses aircraft to conduct research programs and support the Center as required. Potential sources are being sought who have: experience in aircraft inspection, maintenance and repair with inspection packages provided by the Government. The aircraft are operated as Public Use aircraft and are not subject to all the requirements of Civil Aircraft. NASA has established its own airworthiness certification program under Public Law 85-568, ''National Aeronautics and Space Act of 1958.'' Flight operations and environmental constraints are designed into the inspections/maintenance program to assure that safety and the air worthiness integrity of the aircraft are maintained. NASA requirements, at a minimum, are equal to the Federal Aviation Administration (FAA) standards. The authority ''to make, promulgate, issue, rescind, and amend rules and regulations governing the manner of its operations and the exercise of the power vested in it by law,'' are used when developing air worthiness programs for the unique research and support aircraft operated by NASA Langley. One example of the difference between NASA and FAA policies and procedures is the option to accept a discrepancy and sign off the write-up ''acceptable as is, OK for flight''. This procedure can be used by NASA personnel onsite for work being performed on Langley controlled aircraft. The maintenance and repair service shall be anywhere LaRC operates its aircraft. Sources shall have experience with engine repairs to Rolls Royce RB211 engines, B-737 landing gear overhaul, Aircraft Service Bulletin compliance, FAA Airworthiness Directive compliance and additional inspection requirements. Sources shall have the necessary specialized tools for use in these repairs. Sources must be able to obtain parts and materials in an expeditious manner. This procurement will be issued as a Time and Materials requirement for twelve (12) months with Options for additional months. Interested offerors having the required specialized capabilities to meet theabove requirements should submit a capability statement indicating the ability to perform all aspects of the effort described herein and at least one reference from a previous contract, preferably from a Government agency. (Please provide a contract number, names of cognizant contract personnel, and an applicable telephone number on the contract.) Offerors must identify the equipment which they will furnish to perform the work. This synopsis is for information and planning purposes and does not indicate a commitment by the Government nor that the Government will pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resulting solicitation for the requirement. Firms responding should indicate whether they are a socially or economically disadvantaged business firm, a small business, an 8(a), and/or a women-owned business. The Government reserves the right to consider a small business or 8(a) set aside based on responses hereto. All responses shall be submitted to the NASA Langley Research Center, Industry Assistance Office, Mail Stop 144, Hampton, VA 23681-0001 within 14 days from the date of publication of this announcement.
