The U.S. Department of State has a requirement to procure a rotary uninterruptible power supply system for a post facility in Shanghai, China. The contractor shall be a manufacturer that is regularly engaged in the manufacture and production of UPS and associated equipment. Installation is not included as part of this procurement. SYSTEM DESCRIPTION: The UPS specified herein shall use solid state coupled with rotary conversion techniques to provide continuous regulated, three phase AC power to its output terminal and operate from an AC power source or from an internal or external DC storage battery. It shall operate as an on-line, reverse transfer system. System Size - The UPS shall be 3 phase, approximately 62kw/78kVA single (+10% /- 20% the shelf'') system in an operating temperature of 40 degrees Celsius at 0.8 power factor. ELECTRICAL REQUIREMENTS: Input Voltage - 50Hz UPS shall operate from 380 VAC, 10% or -20% of nominal, 3-wire plus ground. Input Frequency - +/- 1.0Hz of nominal (50Hz). Output Voltage: Output Voltage Configuration - Four (4) wires plus ground Output Voltage - Same as input voltage. Output Frequency - The output frequency shall be 50 Hz. UPS BATTERY SYSTEM: Maintenance Free Battery: Battery cells shall be sealed and maintenance free with a manufacturers guaranteed life expectancy of 10 years and not less than 200 discharge cycles at full load. SPECIAL REQUIREMENTS: An Internal Maintenance Bypass that completely isolates the UPS output, including the static switch shall be provided. External Maintenance Bypass. An external maintenance bypass that completely isolates the UPS output including the static switch and internal bypass circuit breaker shall be provided. UPS SYSTEM OPTIONS: Modem--For electronic remote monitoring in real time status of the UPS. SPARE PARTS KIT -Shall consist of the total number of items prone to failure under normal operating conditions over a two year period. TOUCH SCREEN DIGITAL CONTROL PANEL- shall monitor and/or control the following: Metering functions shall include, generator output voltages, bypass source voltages, input voltages to converter, source currents, output phase currents, output neutral current, input/output frequency, input/output kVA input/output kW, input/output power factor, percent capacity, generator field current, battery voltage and battery discharge/recharge currents. DIGITAL TOUCH SCREEN REMOTE MONITOR PANEL - shall include an audible alarm with audible alarm reset and display the six major UPS status condition displayed on the main touch screen. INSTALLATION VERIFICATION: Contractor shall provide a technical representative to inspect the installation of equipment and wiring, initialize the equipment, test for proper operation and instruct Government personnel on the operation and maintenance of the UPS system. These services will take approximately 3 days. Detailed specification requirements are outlined in the solicitation.
