INFORMATION -- The National Aeronautics and Space Administration's
(NASA's) Aircraft Management Office intends to implement a
Commercial-Off-The Shelf (COTS) application(s) to support the
maintenance, logistics, engineering, and operations functions
associated with supporting NASA's fleet of commercial and research
aircraft. (1) A maintenance module is needed to support the business
processes of scheduling and tracking aircraft maintenance work/repairs.
The software should have the capability to manage, control, schedule
and track all aspects of aircraft maintenance work and work orders;
quality assurance; rotables control, and airframe and parts
inspections. (2) A logistics module is needed to support the business
processes of aircraft parts inventory control and parts tracking, and
support aircraft inventory management (requisition, ordering,
scheduling and distribution of aircraft parts). (3) An engineering
module is needed to support the business processes for processing
engineering change requests, and managing, controlling, scheduling and
tracking the resulting work orders; manage the configuration control
process associated with all changes made to each aircraft; and provide
for on-line access and review/redline of engineering documents. (4) An
operations module is needed to support the business processes to
schedule aircraft and flights/missions, schedule/track crews, maintain
flight log/records and manifests, process flight requests, track
enginne/airframe hours, and track flight and maintenance crew currency
(training). The information requested pertains to the availability of
COTS packages which provide aircraft management information and
operate in an integrated fashiion across a variety of operating
environments. Parties may identify their capability to respond to this
requirement by submitting technical literature on one or more COTS
products. The literature must include the following in order to allow
the Government the ability to evaluate the product on the initial
submittal: a) a description of the functional capabilities; b) the
minimum and optimum computing platform required; c) a list of current
customers d) description of any limitations, copyrights, patents, or
other restrictions; and e) identificaton of companion software which is
required to operate the product. Please submit nine (9) copies of your
response. A determination to issue a Request for Proposals/Invitation
for Bids will be base on responses received from this synopsis. The
