sought for the design definition, fabrication and air launch test of a
Miniature Air Launch Decoy (MALD). Advanced Research Projects Agency
(ARPA) and the Air Force Aeronautical Systems Center (ASC/LKG) Lethal
SEAD Program Office plan to contract for an aerial radar decoy
(Miniature Air Launched Decoy) (MALD). ARPA and ASC plan to conduct a
full and open competition resulting in a single contract to conduct an
Advanced Concept Technology Demonstration (ACTD) of an inexpensive
miniature air-launched decoy. The MALD is defined as a free-flight
vehicle including all equipment necessary to create RF signatures of
combat aircraft. The proposed vehicle for the ACTD phase, must be
capable of being carried on and employed from an USAF F-16 fighter
aircraft. The intent of the ACTD is to design and produce the MALD air
vehicles for system level qualification testing, and field
demonstrations. The objectives of the ACTD include: producibility
analysis and planning, aircraft integration including separation
analysis, stores compatibility analysis, and interface definition, and
design, fabrication, qualification and field demonstrations of the
vehicle. The period of performance for the ACTD will be two to three
years. Contractors are encouraged to use, wherever possible, mature
off-the-shelf technology and components to produce a low cost, timely
solution. Firms having applicable interest, capability, and background

engineering, management, and administrative support capabilities,
Secret security clearance for facilities and personnel, knowledge of
the technology involved in meeting the general requirements, and
experience to include pst performance record on similar or related
activities. This synopsis is for information and planning purposes

Government. A solicitation in the form of a Draft RFP is expected to be
provided in February 1996 to those sources who posses, in the sole
judgment of the Procuring Activity, the potential of successfully
