information previously publicized in the CBD dated August 2, 1994,
February 22, 1995, and February 27, 1995. The Electronic Systems Center
(ESC) of the Air Force Materiel Command (AFMC) is seeking qualified
sources with the necessary hardware and software capability to
accomplish the design, development and fabrication required to modify
the GFE AN/ARR-85 Airborne Radio Receiver Miniature Receive Terminal
(MRT). These modifications include the implementation of High Data Rate
(HIDAR) Mode, enhanced anti-jam capability, and real time control
functions. The effort and/or options will include development and
fabrication of installation equipment to integrate and install the
modified MRT (MMRT) receivers into the E-6, E-4B aircraft and Minuteman
Launch Control Centers (MMLCC) platforms, obtain NAVAIR Airworthiness
certification for the E-6 installation, obtain FAA approval and
certification for E-4B installation, obtain training and computer
driven training equipment for the platforms, obtain documentation,
peculiar support equipment and initial spares. Additional efforts
and/or options will include the software support equipment for the
MMRT, and inclusion of VERDIN modes 22 and 23 into the MMRT. There will
also be an option for the production of up to 200 MMRT systems, i.e.,
receiver and installation equipment for the E-6, E-4B, and MMLCC, the
installation of the MMRT systems into the E-6, E-4B, and MMLCC,
contractor logistics support, and the fabrication of up to 20 MMRT
receivers without the MRT as GFE. Firms responding to this ''sources
sought'' announcement should meet the following screening criteria: a.
Have, or be able to obtain, a facility clearance commensurate with the
security clearance of Top Secret, and a COMSEC account, b. Have
technical expertise in strategic C3 VLF/LF systems, including knowledge
and experience designing complex, hardened INFOSEC hardware and
software, c. Have technical knowledge of the HIDAR, Nonlinear Adaptive
Processing (NONAP) standards ad specifications, d. Have, or be able to
obtain, a capability for production of over 200 MMRT units, e. Shall be
a United States Contractor, f. Have proven experience with/knowledge of
VLF/LF signal processing, g. Have proven experience with/knowledge of
software modification and development to existing C3 systems to include
Ada, h. Have proven experience with/knowledge of communications system
integration, deinstallation, installation, checkout and test support
for military aircraft, i. Have management experience of engineering
design, manufacturing, integration and installation of systems of
similar complexity of the MMRT, j. Have experience with obtaining
military aircraft and FAA type certifications. Firms possessing the
qualifications set forth above are invited to submit a prospectus

to the superseded synopses that are referenced above. Your prospectus
should include the name and telephone, and Fax number of a point of
contact within your firm. As a goal, the prospectus should not exceed
twenty pages. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate offeror concerns, issues, disagreements and recommendations
to the appropriate government personnel. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or
in the source selection process. Interested parties are invited to call

should only be contacted with issues or problems that have previously
been brought to the attention of the Program Manager and /or the
contracting officer and could not be satisfactorily resolved at that
level. Preliminary acquisition technical documentation is currently
available for review and Industry comment electronically on the Hanscom
Electronic RFP Bulletin Board (HERBB). The HERBB will include drafts of
the Systems Requirements Document, Stateent of Objectives, Information
for Proposal Preparation, Section M and data item list for the
Modified Miniature Receive Terminal (MMRT). The HERBB can be reached
through a computer modem by calling (617)274-0500 and runs at 14.4K. It
can also be accessed through DDN by typing OPEN RFP.hanscom.af.mil at
the DDN Telnet prompt. IP address is 129.53.28.221. Telephone requests
for draft material will not be honored. A reference library has also
been established at the Air Force Geophysics Laboratory Library,
Building 1103, Hanscom AFB, MA 01731. Rules and instructions for use of
the reference library are available from the program office by
contacting Ms. Betty Cox at (617)377-4847. Disclosure of classified and
export controlled unclassified (including sensitive unclassified)
information shall be denied to Foreign Governments and Foreign
Nationals, including firms under foreign ownership, influence, or
control, even if the firm has been granted a reciprocal industrial
security facility clearance. This Foreign Disclosure denial applies to
both the solicitation and to contract performance, and it also applies
to prime contractors as well as to all subcontractors. This synopsis is
for information purposes only, and does not constitute a Request for
Proposal (RFP), and is not to be construed as a commitment by the
Government. The Government does not intend to award a contract on the
basis of this notice or otherwise pay for any information solicited nor
does it restrict the Government as to its ultimate acquisition
approach. Sources submitting qualified prospectus will receive a RFP.
Any firm initially judged to be unqualified will be provided a copy of
the solicitation only on request and any offer such a firm may submit
will be evaluated without prejudice. Firms responding to this
announcement should indicate whether they are a large business, a small
business, or a socially or economically disadvantaged small business.
Responses to this sources sought synopsis should be received not later
than 30 days after the date of publication of this announcement.
