Orlando, FL 32826-3224, intends to award a sole-source modification to
the N61339-92-C-0106, Range Data Monitoring System (RDMS) Upgrade
contract to procure one RDMS base station, two RDMS repeaters and a
central node plus (installation and testing). This hardware will be
used to demonstrate and instrumentation system, code-named Emerald
Light, at the Marine Corps Air-Ground Combat Center (MCAGCC),
Twentynine Palms, California. Emerald Light will be modeled after
similar instrumentation systems used by the U.S. Army at its combat
training centers and tailored to the needs of the Marine Corps. Emerald
Light will be a demonstration in the fall of 1996 with the capability
of using up to 200 instrumented players (vehicles and infantry) and a
partial instrumentation system. This announcement notifies contractors
of the RDMS system requirements. The Emerald Light Demonstration will
employ a Range Data Monitoring System (RDMS) to connect Player
Detection devices (PDD), Vehicle Detection devices (VDD) and Mobile
Independent Target System (MITS) to a Marine Corps Operations Center.
The Marine Corps will be responsible for the integration effort. The
period of performance for the Demo support effort is eight (8) months,
during which time the Marine Corps will conduct the demostration in
September 1996. The effective period of performance will allow time for
coordination, installation and verification before the experiment.
Motorola, Government and Space Technology Group, 8220 East Roosevelt
Street, P.O. Box 9040, Scottsdale, AZ, 85252-9040, is the only source
for the RDMS capable of providing the Emerald Light Demonstration. The
Government does not have the descriptive documentation to convey the
engineering performance characteristics or physical configuration of
the RDMS. Motorola is the only source which possesses the necessary
data, current design, production facilities, and expertise to deliver
the required devices. No technical data/drawings are available nor is
