99 -- ENHANCEMENT KITS FOR THE MK 25 MOD O UNDERWATER BREATHING APPARATUS SOL N61331-96-R-0009 DUE 121595 POC Robert D. Kuczenski, Contract Specialist, (904)234-4864 Carol A. The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, FL intends to award a sole-source contract to National Draeger, Inc., to procure approximately 1700 enhancement kits (P/N 4055045) for the MK 25 Mod O (LAR V) Underwater Breathing Appratus (UBA). The MK 25 Mod O is the only 100% oxygen closed-circuit rebreather certified by NAVSEA for use by Special Operational Forces (SOF). Recently, USSOCOM has stated requirements for improved MK 25 Mod O durations, including increased capacities in the oxygen cylinder and carbon dioxide scrubber canister. The necessary enhancement kits will be purchased off-the-shelf and will consist of spares and special tools and test equipment for the entire SOF MK 25 Mod O UBA inventory. As part of this procurement, the Government will also require development of a Performance Specification for the enhanced UBA. USSOCOM requires that the first 250 enhancement kits be delivered no later than 180 days after contract award, with the entire quantity delivered within six months after receipt of the initial 250. The Government owns no technical data nor rights to the MK 25 Mod O nor the enhancement components. National Draeger, Inc. is the only designer and certified manufacturer of the MK 25 Mod O and is therefore the only qualified vendor of the enhancement kits. (0290)
