Design Services for preparation of plans, specifications, cost estimate
and analysis for the repairs of Quaywall at the Naval Submarine Base
New London, Groton, CT. The repairs include concrete jacketing existing
steel piles, replacement of steel piles including rock socket design,
repairs and replacement of reinforced concrete and repairs and partial
replacment of wood fendering system. The SUBASENLON engineering office
uses the SPECSINTACT specification system and AutoCAD computer-aided
drafting systems. Options may be exercised at the discretion of the
Government to provide post construction contract award services such as
shop drawings review/approval, consultation, construction inspection
and preparation of record drawings. Camera-ready bid documents need to
be submitted by 15 May 96 in order to begin construction in FY96.
Significant evaluation factors (in order of importance): (1)
Specialized experience of the firm in the type of work required, with
emphasis on marine structures. (2) Professional capacity of the firm to
accomplish the work within the required time constraints. (3)
Professional qualifications of the staff to be assigned to this
contract. (4) Past performance with respect to quality of work and
compliance with performance schedules (emphasis on DOD work.) (5)
Location of the firm in the general geographical area of the project,
provided there is an adequate number of qualified firms for
consideration. (6) Cost control effectiveness. (7) Present workload.
(8) Volume of work previously awarded to the firm by the Department of

photographics which best demonstrate design capabilities of the team
