Naval Air Systems Command (NAVAIR) intends to issue an order on behalf
of the Royal Australian Air Force (RAAF) under Basic Ordering
Agreement (BOA) N00019-94-G-0086 for F/A-18 engineering and technical
services. The anticipated effort calls for an Engineering Change
Proposal (ECP) to support the RAAF Hornet Upgrade (HUG) Program. The
RAAF intends to upgrade the F/A-18A/B aircraft with new avionics
subsystems already incorporated or in the process of being incorporated
into the USN F/A-18C/D aircraft. The ECP will include the following
systems for incorporation: XN-8 Mission Computers, a Sixth Avionics Mux
bus, ARC-210, Embedded Global Positioning System/INS (EGI) and
APX-111IFF capability (upper array only). NAVAIR intends to negotiate
this procurement with McDonnell Douglas Aerospace (MDA), P.O. Box 516,
St. Louis, MO 63166-0516, the designer, developer, and sole
manufacturer of the F/A-18 aircraft. MDA is the only known firm
possessing the technical knowledge, expertise, and detailed familiarity
with the design and modifications of the F/A-18 that is required to
provide the requiring activity with timely development and integration
of the required services and supplies. See note No. 22 - NAVAIR
