(Suitland, MD) DC 20233 70 -- REQUEST FOR INFORMATION SOL RFI-96-1 POC The 2000 Census The
Bureau of the Census (BOC) is preparing for the 2000 decennial census
and is interested in out-tasking/out-sourcing, in whole or in part,
specific functions. The primary purpose of the 2000 census is to
provide a complete national enumeration, together with comprehensive
data that describe the characteristics of the population for each
geographic entity. We are requesting information about the experiences
of companies in providing systems integration support services that
are linked globally, nationally or regionally. In a period of
approximately four months (April-July 2000) the BOC will enumerate and
capture answers from more than 118 million households that will
include more than 281 million people. This operation will require a
massive effort to open temporary offices and recruit staff.
Approximately 545 temporary district offices will be set up nationally
to perform activities such as: enumeration, map production, and
outreach and promotion. Approximately three temporary Image Capture
Centers will be opened across the U.S. to perform activities such as:
mail return check-in of questionnaires, data capture, and payroll and
administration. The Bureau has 12 regional offices, a major permanent
processing office in Jeffersonville, IN, and a Headquarters office in
Suitland, MD that may require expansion and/or augmentation to
accomplish the census and pre-census activities such as map correction
and update, address list development, testing, etc. In the census
process, there is a need for relatively large numbers of staff for
short periods of time. These staff do field enumeration, office
clerical work, data entry, equipment operation, etc. The BOC is
soliciting information from contractors who have experience in
providing the following kinds of services: desktop services (i.e.
PC/workstation/LAN procurement, installation, and deinstallation; help
desk), systems integration, software development, voice and data
communications, facilities management, and other related business
operations, such as beta testing facility for supplying software
testing, certification, and distribution services on multiple
platforms, facility leasing or construction, hardware and software
installation, software and hardware mantenance, hardware and software
deinstallation and disposal, computer operations and facilities,
physical security, value added services such as education and training,
creation and maintenance of large databases, and integration of
geographically dispersed systems that are mission critical. The systems
would be highly complex and include a variety of solutions including
client server architecture. Systems of interest also include those
integrating high speed capture of data from paper, and computer
conversion of data to computer usable form (ASCII). The BOC is
interested in acquiring these support services and technologies either
autonomously, partially or through partnerships. Please respond with
information about your company's: 1) capabilities to perform the
services described above, 2) past experience involving projects of
similar size and complexity, and 3) experience with partnerships.
