ACOUSTICALLY IMAGE OBJECTS IN HIGHLY TURBID WATER CONDITIONS SOL BAA

Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) has a
need to acoustically image objects in highly turbid water conditions.
The desired resolution is 1 cubic cm at a range of 3 meters. The
current thrust is in technology areas related to acoustic lens based
imagers and piezoelectric transducer sensors. Proposals for exploratory
development are sought which address the piezoelectric transducer
array, electronics and interconnects collectively known as the Acoustic
Video Converter (AVC). A full sonar system proposal is not desired. The
AVC transducers will be coupled to seawater in the image plane of a
solid acoustic lens. The AVC should be capable of operating between 2.7
and 3.3 Mhz with transducer element sizes of 1 squared mm and center to
center spacings of 1.75 mm. The electronic inputs will be power, timing
and control data; the outputs will be timing and control data and an
electronic data stream from the multiple sensors in the transducer
array in a format suitable for image processing and display. The AVC
will be used as a multibeam projector and receiver which will require
some form of transmit/receive switching. Maximizing the sensitivity,
dynamic range, and inter-element isolation of the AVC are key technical
challenges. Power requirements, image updata rate, size and weight must
be compatible with diver operations. This effort should consist of two
phases. Phase one is a one year effort to design and deliver a proof
of concept 10x10 element AVC which includes the electronics package for
timing, and transmitting and receiving. The government will package the
proof of concept AVC in an underwater housing for testing. Phase two,
at the government's option, should be to design and deliver a 100x100
element AVC ready to be incorporated into an underwater imager. The
five proposal copies should consist of three primary sections,
Technical, Managerial, and Cost. The technical category shall consist
of clear objectives, technical issues to be resolved to accomplish
those objectives, approach to resolving those issues, and particular
prio experience of offeror in the targeted technology area. The
management section shall include key personnel (include curriculum
vitae), experience, facilities and a plan of action with milestones.
The Cost portion shall include a complete cost breakdown of the
proposed effort (including direct labor rates, indirect rates, material
costs, etc.). The cost of phase one should not exceed $320,000 and be
completed in one year. The cost of phase two should not exceed
$1,700,00 and should be completed in less than four years. The
proposals shall be no longer than 50 single-sided pages. This program
is an Office of Naval Research (ONR) funded effort. Evaluations of the
proposals will be conducted using the following criteria: (1) Overall
scientific and technical merit, (2) Proposal cost and fees, (3) The
offeror's capabilities, related experience, facilities, techniques or
unique combinations of these which are integral factors for achieving
the proposal objectives, (4) The qualifications, capabilities and
experience of the proposed key personnel who are critical in achieving
the proposal objectives. Proposals are due by COB 30 Nov 1995.
Proposals received at the closing date will remain on file for one year
for consideration of award if funding is available. No award can be
made without a proposal to perform specific effort within an estimated
cost and time framwork. The Indian Head Division, Naval Surface
Warfare Center (IHD, NSWC) anticipates that initaial selections will be
made during the 2nd quarter FY96. (1) This announcement will remain
open until 30 Nov 1995. Proposals will not be accepted after this date.
Proposals may be reviewed and acted on as they arrive. The Government
reserves the right to select for award all, some, or none of the
proposals received in response to this announcement. It is the policy
of IHD, NSWC to treat all proposals as competitive information and to
disclose the contents only for the purpose of evaluation. Offerors
shall submit proposals (original and four hard copies referencing BAA
No. 96-001 to Indian Head Division, Naval Surface Warfare Center, Attn:

20640-5035. All proposals submitted to IHDNSWC under this announcement
solicits the participation of all offerors capable of satisfying the
