The Federal Highway Administration (FHWA) plans to negotiate a fixed-price Purchase Order with the National Research Council of Canada (NRC) to secure the on-site expertise of personnel from NRC for one year to assist FHWA personnel to improve models for truck size and weight studies to include pavement response, performance models and truck dynamic models, and apply current knowledge to develop recommendations for establishing truck size and weight limits and cost allocation methodology in association with the FHWA and NRC current research programs.
